It's a good question. As I type this, the top four teams in the league are Bayern, Schalke, Leverkusen and Dortmund. Last year, they were Wolfsburg, Bayern, Stuttgart and Hertha.

I think German clubs have resisted the ridiculous spending. They have the cheapest tickets of any "big" league and while Bayern do spend, they don't spend anything close to what Barca, Madrid, Chelsea, and United spend. The other clubs have mostly home-grown players.
I don't follow it closely enough to write with authority but I'd bet the league wants the Bundesliga this way and I consider this success of the league rather than failure of a few clubs to establish dominance.
