I watched a good chunk of this game (and it was brutally dull, I might add). It was the same foul that Van Der Sar committed on Ariel Ortega in the amazing Arg/Ned WC98 match which got him sent off. Anything that can be construed as a deliberate head butt while the ball is not in play probably be considered as such. Furthermore, it did look like the blow was enough to knock Materazzi down. Having said that, watching him dab away at the non-existent blood on his lip for the next 15 minutes was awfully annoying.
That's my take too. It's all fine and dandy until he rolls on the ground for an age writhing in pain. I'm sure it hurt and was a brutal foul but the overreaction is what makes it so ridiculous.
